A goal driven
budget is a budget that looks at what goals have been established by the school
district Board of Trustees and the budget of the district are aligned to those
goals. The difficulty sometimes of a
true goal driven budget is that the Board of Trustees establishes their
district goals, the district improvement committee establishes goals, and all
campus improvement committees establish their own goals. Many times the district and campus
improvement committees do not align their goals with the School Board’s goals
for the district. Dr. Arterberry
discussed “the purpose of a goal driven budget is to assist in the attainment
of a shared vision for the school district and every campus.” (EDLD 5342, Week 2 Lecture Notes) With these thoughts in mind, an effective
goal driven budget is one that the goals of the School Board are carried down
to the district and to the campus.
One
of the things that stood out to me when looking at Midway ISD School Board
goals, district improvement plan and campus improvement plan is how well
aligned the goals are. In fact the
district and campus plans build their plans around the 3 goals established by
the School Board. Those goals are:
- Meet the academic, social, spiritual and
physical needs of a diverse student population. (Midway ISD District

- Provide influential role models through
the recruitment and retention of highly qualified faculty and staff. (Midway ISD District
Improvement Plan, Page 40) (Midway High School Improvement Plan, Page 29)
- In partnership with
our community, provide a safe, pleasant, attractive and technologically
advanced environment. (Midway ISD District Improvement Plan, Page 45)

Within each of these areas, the district and campus
will establish different targets to accomplish but they all fall back to the
overall goals established by the district’s School Board. When a person was to look at the School Board
goals, they would be able to see a strongly aligned goal driven budget. This is in line with the lecture that stated “we always suggest to principals that the campus plan and goals should be
a “version of the vision” i.e., they should reflect the Board goals.” (EDLD 5342, Week 2
Lecture Notes) Digging further into each
of these areas shows how the district plan aligns with the School Board but
gets specific with different funds such as Title I, Comp Ed, or Perkins
funds. The campus improvement plan is
very aligned with the districts and the School Board goals which can be seen
with the goals of funding in these same areas.
